THE GLOBAL COMPACT FOR MIGRATION IN LATIN AMERICA: ON THE BRINK OF THE IMPOSSIBLE

Elena Sánchez-Montijano

The COVID-19 pandemic has disrupted migration systems globally. In this framework, and particularly, the effects on migration in Latin America are of great magnitude in different dimensions. In this text we ask precisely about this, about the effects of the pandemic on migration in the Latin American region and how these are linked to the lack of national and regional alignment with the Global Compact for Migration. To do this, it has been done an sistematic documentary review (academic and grey literature) on the effects of COVID-19 in the region and how policies face them. The document concludes that at least the effect occurs on three dimensions: on migratory flows, on governability and on the migrants themselves. The changes produced over these three dimensions make difficult to align with the international agreement in the region. On this idea, the text ends by postulating for a global, coordinated, and long-term response to the new complexity of the migration system in Latin America.
