CENTRAL AMERICANS IN MEXICO HEADING TO THE U.S. REFLECTIONS ON THE INSTITUTIONALITY OF THE MIGRATION PROCESS

The paper analyzes the migratory process of Central Americans to the United States of America (USA) as they pass through Mexico. It examines the context of origin of migration, its dynamism and the behavior of the migration process observed in Mexico. The discussion of migration policy and management have a central place in the document, as well as the limitations it faces, or the way in which the repercussions are intertwined in the socio-economy of the Mexican borders.

The economic relations with the United States and neighborly relations with Central American countries mean challenges for Mexico to maintain the migratory balance. Mexico’s proposal has been to address the causes of migration in the countries of origin, with investments and generation of income and employment. However, although the economy is fundamental, it is also unavoidable to pay attention to the precarious social situation and access to services, to reduce insecurity or promote democratic life. Given this complexity, the challenge is, then, to promote comprehensive actions and at different levels of government, both in the countries of origin and destination. It is about making migration an option and not an obligation to preserve life.
